(NSC)
Established as part of the reorganization of military and foreign policy-shaping agencies under the National Security Act of 1947 in response to the developing Cold War, the NSC consisted of the president, vice president, chief of the National Security Resources Board, secretary of defense, and secretary of state. The NSC advises the president on domestic, foreign policy, and national security issues and helps formulate U.S. defense and foreign policy. From 1949, the NSC included the secretary of treasury and the Joint Chiefs of Staff. It was located in the Office of the President, and President Dwight D. Eisenhower extended it to include a Planning Board and Coordinating Board. Under President John F. Kennedy, the role of national security adviser developed as the leading voice of the NSC.
