In February 1945, the United States and all Latin American countries other than Argentina signed an agreement at the Inter-American Conference in Chapultepec, Mexico, providing for close military and naval cooperation to prevent aggression from outside the western hemisphere. The United States and Canada subsequently signed a separate agreement.
