Brannan Plan, 1949
   In April 1949, Secretary of Agriculture Charles F. Brannan called upon Congress to expand the agricultural support program to maintain farm income and low food prices through subsidies. The plan proposed to limit the amount of subsidy available to the largest farms. It was rejected by the Republicandominated Congress.
