War Manpower Commission
(WMC)
   Established by Executive Order 9139 on 18 April 1942 to coordinate and supervise the recruitment of war workers and determine both essential and nonessential industries, the WMC also organized training programs. Headed by Paul V. McNutt, the commission did not have powers of enforcement but relied on voluntary cooperation. Beginning in December 1942 the WMC included Selective Service, and in 1943 McNutt issued a “work or fight” order ending deferments for those in nonessential industries but was forced to rescind the order due to congressional opposition. World War II ended before proposals to introduce conscription of labor could come into force, and the WMC was incorporated into the Department of Labor.
