National Defense Advisory Commission
(NDAC)
   As entry into World War II seemed ever more likely President Franklin D. Roosevelt took preliminary steps in war mobilization, appointing a National Defense Advisory Commission of experts to advise the Council of National Defense—the secretaries of agriculture, commerce, labor, interior, navy, and war—on matters of industrial production, raw materials, employment, farm products, transportation, consumer protection, and price controls. However, the body lacked central control and coordination and gave way in January 1941 to the Office of Production Management under the joint direction of Sidney Hillman and William Knudsen.
