Ludlow Amendment

Ludlow Amendment
   First proposed by the Democratic congressman from Indiana, Louis Ludlow, in 1935, the Ludlow Amendment was reintroduced following the Panay incident in December 1937. The amendment called for a popular referendum before any declaration of war unless there was an attack on the United States or its possessions. The resolution was narrowly rejected by a vote of 209 to 188 on 10 January 1938.
