Civil Aeronautics Act, 1938
   The Civil Aeronautics Act of 1938 established a Civil Aeronautics Authority (CAA) to regulate air mail, passenger, and freight services. The CAA was initially empowered to regulate airline rates and schedules, designate new airways, and oversee airline companies. It included an Air Safety Board to establish safety rules and investigate air accidents. In 1940, the CAA was located within the Department of Commerce.
