Lend-Lease Act, 1941
   Approved by Congress in March 1941, the Lend-Lease Act gave the president the power to transfer the title, lend, or lease any equipment to any nation whose defense was considered vital to the security of the United States. Initially intended to allow aid to Great Britain, during the course of World War II the United States provided $50 billion in aid to Great Britain, China, France, and the Soviet Union (USSR). Almost 60 percent went to Great Britain. The Lend-Lease program was ended abruptly in September 1945.
   The British finally completed repayment for Lend-Lease in December 2006, and not all loans were repaid by the USSR, which was an issue in the growing postwar confrontation that led to the Cold War.
