Cohen, Benjamin Victor

   The son of Polish immigrants, Benjamin Cohen was born in Muncie, Indiana. He earned a degree in philosophy and doctorate in jurisprudence from the University of Chicago and graduated from Harvard Law School in 1916. Cohen was secretary to a federal circuit judge, attorney for the U.S. Shipping Board, and corporate lawyer in New York City from 1922 onward. In 1933, he was brought to Washington, D.C., by Felix Frankfurter and provided legal advice as a general counsel in a variety of government departments and agencies. With Thomas Corcoran, Cohen helped to draft the Securities and Exchange Act of 1934 and later the legislation establishing the Federal Housing Administration, Tennessee Valley Authority, and several other New Deal agencies. He advised on the Lend-Lease Act, in 1941 was counsel to the ambassador to Great Britain, and from 1943 to 1945 was general counsel to the Office of War Mobilization. In 1945, he was appointed general counsel in the State Department and was an assistant to James F. Byrnes. Having been involved in the Dumbarton Oaks Conference, Cohen was a member of the U.S. delegation to the United Nations from 1948 to 1952. After retiring from public service, he frequently acted as a voluntary and unofficial adviser on many issues.
